The problems posed by urban flooding are difficult enough to confront and manage. These problems will become even more troublesome as the climate continues to change, as the degree and extent of climate variability move in unpredictable ways, and as a high level of uncertainty remains regarding the trends and possible next equilibrium state(s) of the world climate. The main thrust of this document is to examine the major aspects of urban flood management through the lens of climate change.

The point of this document is not to discuss or dispute the reality of climate change, nor is it to delve into the science of climate change. The point of the document is to take as given the existence, probable course, and projected effects of climate change and to explore the question: “How does one adapt the management of urban floods to the likely effects of climate change?”
